A Year of Progress: Talbot County’s 2025 Annual Report Highlights the Work Behind a Stronger Community

When Talbot County Government released its 2025 Annual Report, it did more than compile numbers and milestones. It told the story of a community moving forward together through thoughtful investment, dedicated public service, and a shared commitment to the people who call Talbot County home.

Prepared by Communications Manager Sarah Kilmon, the report offers residents a clear look at how their local government operates and what was accomplished over the past year. It highlights departmental achievements, major infrastructure projects, public safety initiatives, economic development progress, and key financial indicators that shape the County’s future.

The report also introduces an “At a Glance” format that makes complex information easier to understand, allowing residents to see the measurable outcomes of County government’s work in one accessible document.

“Clearly, we saw the County accomplish so much in 2025, but the magic you’ve added is helping get the message out about everything that’s been happening,” says Pete Lesher, Vice President of the Talbot County Council. “Thank you for presenting it so beautifully and in such a digestible form.”

Council Member Keasha Haythe notes that the Annual Report represents an important return on an earlier investment by the Council.

Shortly after the current Council was elected, one of its first actions was to establish and fund the Communications Manager position. Haythe says the results are evident in the clarity and transparency now available to residents. The Annual Report, she notes, is a direct reflection of that commitment to stronger public communication and accountability.

For Kilmon, the report was an opportunity to capture a year defined by progress and collaboration.

“The Annual Report tells the story of a year of progress in Talbot County,” Kilmon says. “From infrastructure investments to public safety and community programs, it highlights the many ways our departments work together to support residents and strengthen the community.”

Five Pillars Guiding the Work

The report is organized around five community pillars that guide Talbot County’s priorities: education, public safety and health, infrastructure, environmental stewardship, and economic stability. Each pillar reflects an area where County government focuses its resources, planning, and partnerships to ensure long-term success.

  • Education remains the County’s largest area of investment, supporting public schools, libraries, recreational programming, and lifelong learning opportunities for residents of all ages.
  • Public Safety, Health, and Welfare highlights the work of emergency services, health initiatives, and programs designed to protect residents and support vulnerable populations.
  • Infrastructure showcases major investments in roads, facilities, broadband expansion, and long-term planning tools such as the Comprehensive Plan update.
  • Environmental Stewardship reflects Talbot County’s commitment to protecting the Chesapeake Bay through sewer upgrades, wastewater treatment investments, and responsible land use.

Economic Stability: Building a Resilient Future

The Economic Stability pillar represents the work of the Talbot County Department of Economic Development and Tourism, which focuses on strengthening the County’s business ecosystem while ensuring Talbot County remains a competitive place to live, work, and visit.

In 2025, the department focused on the fundamentals that sustain a strong local economy: helping businesses succeed, investing in strategic infrastructure, and positioning Talbot County for long-term prosperity.

“Economic stability doesn’t happen by accident,” says Cassandra M. Vanhooser, Director of Economic Development and Tourism. “It comes from steady collaboration, smart investment, and a shared commitment to making Talbot County a place where businesses can thrive and people want to live.”

One of the most significant projects shaping the region’s future is the new University of Maryland Shore Regional Medical Center campus. The project reflects deep collaboration among the Talbot County Department of Public Works, the Department of Economic Development and Tourism, the County Manager’s Office, and the Talbot County Council, working in partnership with the Town of Easton, Easton Utilities, and UM Shore Regional Health.

Designed as the hub of a regional healthcare network serving five counties and roughly 170,000 residents, the campus will strengthen healthcare access while supporting workforce growth and long-term economic resilience.

“This project will shape the future of healthcare and economic opportunity across the Mid-Shore,” Vanhooser says. “It demonstrates what can happen when local governments and regional partners work together toward a common goal.”

Targeted investments continued to strengthen Talbot County’s economic foundation. Through the Maryland Rural Economic Development Fund, the County invested $3.233 million in 14 projects that improved priority sites and leveraged additional funding. One signature investment helped launch the F3 Tech Biotech Manufacturing Facility, attracting new biotechnology entrepreneurs to the region.

Talbot County also continued supporting local entrepreneurs through the Talbot Works Business Academy, a no-cost, advisor-led program designed to strengthen business operations and decision-making. Since launching in 2023, the program has trained 38 entrepreneurs and directed $70,000 in grant funding into local small businesses.

“Our small businesses are the backbone of the Talbot County economy,” Vanhooser notes. “Programs like the Talbot Works Business Academy give entrepreneurs the tools and confidence to grow.”

The department also launched the development of a comprehensive Economic Development and Tourism Strategic Plan, engaging 175 stakeholders through community meetings, interviews, and focus groups. The plan will guide the County’s economic development and tourism efforts in the years ahead.

Vanhooser says the Annual Report reflects both the teamwork and the determination behind these efforts.

“This report represents thousands of hours of work by people across Talbot County Government who care deeply about this community,” Vanhooser says. “I’m proud of the role our department plays in that work, and even prouder of the partnerships that make it possible.”

Transparency and Accountability

Beyond celebrating accomplishments, the Annual Report serves an important civic purpose: keeping residents informed about how their government operates.

County leaders emphasized that transparency and communication remain central to effective local government. The report helps residents understand how decisions are made, where resources are invested, and how those investments translate into real results.

As Talbot County continues to grow and evolve, the Annual Report offers both a snapshot of the past year and a roadmap for the future.

It also tells a simple but powerful story. In Talbot County, progress happens when people work together with purpose, partnership, and pride in the place they call home.
